ABE & compulsory carrying of e-choppers, e-scooters and e-motorcycles
As an owner or prospective buyer of an e-chopper or e-scooter, you may be asking yourself: Do I need a vehicle type approval (ABE)? Is the COC document sufficient? Do I have to carry it with me at all times?

What is the COC – and why is it important?
The COC (Certificate of Conformity) document is a Europe-wide certificate of conformity issued by the vehicle manufacturer. It confirms that the vehicle complies with the technical specifications of the EU type approval (EEC) and is therefore approved for use on public roads throughout the EU and Switzerland.
No additional ABE required
Star-Biker doesn't require a separate ABE (general operating permit). The COC completely replaces this.
You will receive:
- A fully issued COC
- No additional paperwork
- No individual registration or TÜV approval necessary
Do I have to carry the COC document with me?
There is no explicit legal obligation to carry such items in the sense of an administrative offence.
However, we recommend that you always carry a copy of the COC document with you – either in paper form or as a PDF on your smartphone.
Especially during traffic checks or when inquiries are made by the insurance company, the COC serves as official proof of the registration, vehicle class, maximum speed and technical conformity of your vehicle.
The COC is valid for these Star-Biker models
All Star-Biker vehicles are delivered with a vehicle-specific, valid COC document – directly from the manufacturer, signed and complete:

- Star Biker Chopper M1PS Knight (Mangosteen M1PS or Futura Angry Blake)
- Shelwy Italian (e.g. Dreems, Tisto, Emco, Kito – in Star-Biker Edition)
- Star Biker Monkey (Coopop Cox & Rugged)
- Electric vehicles, trikes & quads (comparable to Econelo, Rolektro)
Which driving license class do you need for your electric vehicle?
Depending on the maximum speed of your e-scooter, e-chopper or e-motorcycle, you need a certain
Driving license class:
Up to 25 km/h
- Permitted with: Moped test certificate (from 15 years)
- Registration: Only insurance number plate required – no registration with the registration office
Up to 45 km/h
- Allowed with: Driving license class AM (from 15/16 years) or class B (car driving license)
- Registration: Insurance number plate is sufficient – no registration office required
Over 45 km/h (e.g. up to 125 km/h)
- Permitted with: Class A1, A2, A or B196 (125cc extension for car drivers)
- Registration: Registration with the registration office required, including official license plate and vehicle registration document
What does EEC compliant mean?
EEC stands for European Economic Community. The EEC type approval certifies that the vehicle has been tested and approved according to applicable EU directives (e.g., EU 168/2013).
This means that it can be legally driven on public roads within all EU member states and Switzerland.
All our Star-Biker vehicles have a valid EEC type approval.

Common problems with grey imports
Vehicles of non-European production that are imported without genuine EEC approval can cause significant problems:
- No insurability
- Rejection by registration authorities
- Fines for police checks
