What is a COC document?

COC stands for "Certificate of Conformity" – a certificate of conformity issued by the manufacturer. The document confirms that your vehicle meets all technical requirements of EU Directive 168/2013 (EEC type approval) and is approved for road use.

In short: no road legality without a COC. With the COC, you can register your vehicle with insurance, obtain an insurance plate or license plate, and register it with the licensing authority.

Each COC is vehicle-specific and contains all registration-relevant data for your vehicle.

Manufacturer data

Name, address, and type approval number of the vehicle manufacturer.

Vehicle Identification Number (VIN)

Individual identification number of your specific vehicle.

Drive type & power

Electric motor, rated power in kW, maximum speed.

Vehicle class

L1e (up to 45 km/h), L3e (from 45 km/h), L6e/L7e (cabin scooter).

Noise & emission values

Noise levels and emission data – for electric vehicles: zero emissions.

ECE standards & directives

All applied EU testing standards and regulations.

What do you need the COC for?

Insurance (DE & AT)

For the insurance license plate or moped insurance, you need the COC as proof.

Registration office (DE & AT)

For regular vehicle registration at 85–125 km/h, the COC is a mandatory document.

Road Traffic Office (CH)

Together with form 13.20A, the COC is the basis for redemption and the license plate.

Police control

A copy of the COC (paper or digital) is sufficient as proof of roadworthiness.

Do I need an ABE (General Operating Permit)?

No – the COC document completely replaces the ABE. All Star-Biker vehicles have an EU type approval, which is recognized throughout the EU and Switzerland. No individual inspection, no additional paperwork. A copy of the COC – in paper form or digital – is sufficient for on the go.

Yes – all vehicles are delivered with an original, vehicle-specific COC document. You don't have to worry about anything and pay no extra charge.

EEC (European Economic Community) is the framework under which vehicle type approval is granted. The COC is the document issued on the basis of this EEC type approval. It confirms that your vehicle is EEC-compliant and can therefore be registered throughout the EU and Switzerland.

Yes – the COC is based on an EU type approval, which is also recognized in Switzerland. Together with form 13.20A (which we provide), it forms the basis for registration with the cantonal road traffic office.

No – the COC completely replaces the General Operating Permit (ABE). All Star-Biker vehicles are EU type-approved and do not require an additional individual inspection.

A copy is sufficient – in paper form or digitally on your smartphone. You should keep the original safe at home.

In Germany and Austria: For all speed classes (25, 45, and 125 km/h) as proof for insurance or registration. In Switzerland: For 45 km/h and 125 km/h (together with form 13.20A). For 25 km/h in Switzerland, neither COC nor registration is required.

Yes – if the vehicle was originally delivered with a COC, it retains its validity. It is important that the document is available or can be re-applied for with us.

The COC document (Certificate of Conformity) is the basis for any road registration of e-scooters and e-choppers in the EU and Switzerland. It confirms that your vehicle meets the technical requirements of EU Directive 168/2013 – and can therefore be driven on public roads.

What is EEC type approval?

EEC (European Economic Community) is the framework for European vehicle type approval. If a vehicle is EEC-compliant, it has been tested according to EU directives and is road-registrable in all EU member states and Switzerland. The COC document is issued on the basis of this type approval.

COC vs. ABE: What's the difference?

The ABE (General Operating Permit) is a German document. The COC is valid throughout the EU and completely replaces the ABE. All Star-Biker vehicles have an EU type approval – an additional ABE or individual inspection is not required.

Why do you need the COC?

In Germany and Austria, you need the COC for insurance (insurance plate for 25/45 km/h) and regular registration (for 85–125 km/h). In Switzerland, together with Form 13.20A, it forms the basis for registration with the road traffic office.
