Registering E-Choppers & E-Scooters in Germany – it's quick and easy
Have you bought an e-chopper or electric scooter and want to start riding it? Before you're ready to go, you need to properly register or insure your new vehicle. Depending on the model (from 25 km/h to 45 km/h and up to the 125cc class), different rules apply in Germany. Here's a step-by-step guide on how to insure, register, and license your e-chopper or e-scooter, and which driver's license is required for each.
E-Choppers & Electric Scooters up to 25 km/h: Insurance Instead of Registration
E-scooters and e-choppers with a maximum speed of 25 km/h are considered electric mopeds (comparable to a moped). Official registration is not required here, so you don't need to register the vehicle with the road traffic office, but insurance is mandatory. Specifically, this means you need an insurance license plate (small moped plate) to ride legally.
How to register a 25 km/h vehicle:

Purchase and documents: After purchasing your e-chopper or electric scooter, we will provide you with all necessary documents – especially the COC document (EU Declaration of Conformity) and the invoice. You will need these documents for insurance (and for later registration, if necessary).

Take out insurance: Find a motor vehicle insurance company and take out liability insurance for your vehicle. There you will receive an insurance license plate, which costs about €30-50 per year. This small plate confirms insurance coverage.

Mount the license plate: Attach the received insurance license plate clearly visible on the vehicle – it's now insured and ready to go! You can now legally hit the road.
Good to know: For 25 km/h e-vehicles, a visit to the registration office is not necessary, you do not receive a registration certificate, and an initial TÜV inspection is not required. You also don't need a driver's license – a moped test certificate is sufficient, and anyone born before April 1, 1965, does not need to provide any proof at all. However, wearing a helmet is still mandatory, and we strongly recommend always wearing one. These slower models are ideal for short trips and riders without a driver's license.

E-Choppers & E-Scooters up to 45 km/h: Insurance Plate is Sufficient
Speedy and legal at 45 km/h: Two riders on their Star-Biker Chopper 6.0s (45 km/h e-choppers) enjoy the ride without having to go to the registration office beforehand. As light mopeds, these stylish electric scooters only require an insurance license plate, not an official vehicle license plate. You only register your 45 km/h vehicle with the insurance company, not with the road traffic office – administrative effort remains minimal. Important: You can ride in this class with a Class AM driver's license (moped, from 15 years old) or any car driver's license (Class B automatically includes AM).
How to register a 45 km/h e-scooter:

Keep COC document ready: We provide the Certificate of Conformity (COC) for your vehicle. Keep it ready along with the invoice.

Take out liability insurance: As with the 25 km/h class, find an insurance company. You will need an insurance license plate for 45 km/h there (costs approx. €30-50 annually).

Attach license plate to the vehicle: Attach the new insurance license plate to the e-chopper/e-scooter. Your vehicle is now officially insured, and you can legally participate in road traffic – without further registration with the authorities.
Good to know: Also in this class: No registration requirement with the authorities and no TÜV for new vehicles. No vehicle tax is incurred either, as light mopeds and pure e-vehicles are tax-exempt. Wearing a helmet is still mandatory. Many of our popular models – e.g. the Star-Biker Chopper M1P or the Chopper 6.0s – are 45 km/h versions and can be ridden with a normal car driver's license. E-Chopper & E-Scooter over 45 km/h (up to 125 km/h): Complete Registration Required
Vehicles that travel faster than 45 km/h (often referred to as the "125cc class") are considered light motorcycles or electric motorcycles. For these, you need full registration with the vehicle registration office, almost like a car. Don't worry – we'll get through this together too. Here are the necessary steps to register, for example, an 80 km/h or 85 km/h e-chopper for the road:

Insurance with eVB number: Take out motor vehicle liability insurance for your vehicle and get an eVB number. You will need this electronic insurance confirmation for the registration office.

Visit the registration office: With the eVB number, go to your vehicle registration office. There you will need the following documents: COC document, proof of invoice (purchase contract or invoice), your ID card, and possibly a power of attorney if someone else is registering the vehicle for you.

Receive license plate and documents: The authority will register your vehicle and issue an official license plate with a stamp, as well as the vehicle documents – registration certificate part I (vehicle registration document) and part II (vehicle title).

Mount the license plate: Attach the new license plate to the e-scooter – it is now officially registered. Congratulations, your powerful e-chopper is ready for the road!
Important requirements: For these open e-scooters/e-choppers, you need a suitable driver's license – usually Class A1 (light motorcycle) or a B196 extension to your car driver's license. Higher classes (A2, A) also meet the requirements, of course. Good news: TÜV and vehicle tax are initially not required. Our new vehicles with EU type approval do not initially have to undergo a main inspection (HU), and pure e-vehicles are exempt from vehicle tax. Wearing a helmet is still mandatory, of course. Star-Biker models in this category include, for example, the Chopper M1PS PRO (85 km/h) or the Bobber M8S Custom, which are also known as "125cc" e-choppers – for these, you therefore need the appropriate driver's license and official registration.

Required Driver's License: Which Class for Which E-Vehicle?
Finally, we briefly summarize which driver's license class you need to ride the different e-choppers and e-scooters:

Up to 25 km/h: No driver's license required. If you were born after April 1, 1965, you only need a moped test certificate (from 15 years old). Older cohorts (before 1965) can ride 25 km/h vehicles without any proof.

Up to 45 km/h: Driver's license Class AM (scooter/moped, from 15 years old) or Class B (car). The car driver's license automatically includes AM. A moped test certificate is not sufficient here, as it is only valid up to 25 km/h.
- Over 45 km/h (125cc class): Driver's license Class A1 (from 16 years old) is necessary. Alternatively, with an existing car driver's license, you can get the B196 extension to ride 125cc vehicles. This additional training (without an exam) is possible from 25 years of age if you have had your Class B driver's license for at least 5 years. Of course, any higher motorcycle driver's license (A2 or A) is also valid. Special case: If you obtained your old Class 3 driver's license before April 1, 1980, you are also allowed to ride 125cc vehicles without doing anything further – this is automatically recognized.
