Installation & Safety: When attaching the bags, make sure they are tightly strapped to the rear fender struts and absolutely cannot swing into the area of the rotating rear wheel or brake disc. Distribute heavy luggage (such as your charger or tools) as evenly as possible between the left and right bags to optimally maintain the balanced riding behavior of your e-chopper.

No, usually not. Thanks to the straps, the bags can be flexibly attached to the side frame tubes or directly under the seat, without a rigid luggage rack.
Are the bags waterproof in the rain?
