Up to 25 km/h – Insurance license plate, ready
Vehicles up to 25 km/h are classified as light mopeds (moped class). No registration office, no TÜV, no vehicle registration certificate. You only need an insurance license plate.
Up to 45 km/h – Insurance license plate, ready
Identical procedure as for 25 km/h: take out insurance, mount license plate, drive off. No registration office, no TÜV. You only need the COC document for insurance purposes.
85–125 km/h – Regular registration at the vehicle registration office
More powerful models are considered light motorcycles. You need full vehicle registration – but no TÜV for new vehicles and no vehicle tax thanks to electric drive.

Frequently Asked Questions about Registration in Germany
Yes – all e-scooters and e-choppers in Germany need a license plate. For models up to 45 km/h, an insurance license plate is sufficient (directly from the insurance company, no office visit required). For 85–125 km/h, you need regular registration with an official license plate.
A small license plate that you apply for directly with a motor vehicle insurance company – usually online. It is sent by post and costs from approx. €30–50 per year. No visit to an authority is necessary. Providers: HUK-COBURG, DEVK, Allianz, R+V24, WGV.
For vehicles up to 45 km/h: No TÜV required. For 85–125 km/h: New vehicles with EU type approval are initially exempt from the HU (general inspection). A later HU may be required depending on the vehicle class.
An eVB number (electronic insurance confirmation) from your insurance company, the COC document (which we provide), your ID card, the invoice and, if applicable, a power of attorney. With these, you go to the vehicle registration office and receive the license plate, vehicle registration certificate, and vehicle title.
No – purely electric vehicles are exempt from vehicle tax in Germany. This applies to all Star-Biker models.
The Certificate of Conformity (COC) is an EU certificate of conformity that confirms your vehicle meets all technical requirements. It is the basis for insurance and registration. All Star-Biker vehicles are supplied with a COC.
If all documents are complete, the process on site takes 30 to 60 minutes. Many registration offices offer online appointment booking. For vehicles up to 45 km/h, no visit is necessary.
Cabin scooters fall under vehicle class L6e or L7e, depending on the model. They require official registration and a license plate. Usually, the COC document and the purchase receipt are sufficient for registration.
Registering E-Scooters and E-Choppers in Germany – All Rules
The registration of e-scooters and e-choppers in Germany depends on the speed class. For most models, the effort is low – an insurance license plate is sufficient, no trip to the authorities is necessary.
25 and 45 km/h: Insurance License Plate
Vehicles up to 25 km/h (moped class) and up to 45 km/h (light motorcycles) only need an insurance license plate. You apply for this directly with a motor vehicle insurance company – online, without a registration office, without TÜV. Costs: from approx. €30–50 per year.
Helmet Obligation and Moped Driving License
For all speed classes, there is a helmet obligation. For 25 km/h, you need a moped driving license (from 15 years old), for 45 km/h, a Class AM or B driving license.
85–125 km/h: Regular Vehicle Registration
More powerful e-choppers up to 11 kW and 125 cm³ require regular registration at the vehicle registration office. You need an eVB number from the insurance company, the COC document, and your ID card. New vehicles with EU type approval are initially exempt from the general inspection, and vehicle tax is waived for pure electric drive.
