Funding options

Three ways to cover costs

Depending on the situation, a different cost bearer may be relevant. In some cases, multiple options can be combined.

Health insurance (SGB V)

For medically certified limited mobility, health insurance covers the costs of electric scooters as an aid according to § 33 SGB V.

  • Medical certificate required
  • Electric scooters up to 6 km/h (partly 15 km/h)
  • Co-payment: max. 10 €
  • Also for nursing home residents

Social Participation (SGB IX)

If health insurance declines or the need extends beyond medical aids, social welfare providers promote mobility for social participation.

  • If health insurance declines
  • Against social isolation
  • Faster vehicles also possible
  • Individual needs assessment

Motor Vehicle Aid (KfzHV)

For employed or job-seeking people with disabilities: The Motor Vehicle Aid Ordinance subsidizes the purchase of a vehicle for commuting to work.

  • For working people with disabilities
  • Up to €22,000 subsidy
  • Income-dependent
  • Also e-scooters and cabin scooters
Requirements

When is there an entitlement?

The exact requirements depend on the funding route. These points are usually checked.

Medical certificate

A doctor must certify restricted mobility or a need for mobility assistance. The more specialists confirm this, the stronger the argument.

Restricted mobility

Basic needs such as shopping, doctor's visits or pleasure rides can no longer be done independently on foot.

Other aids are not sufficient

Walkers, wheelchairs or other mobility aids are not sufficient to cover needs in the immediate vicinity.

Mental and physical fitness to drive

The applicant must be able to operate the vehicle safely. A test drive at a specialist dealer or medical supply store can confirm this.

Process

Funding in 5 steps

The path to your own electric scooter, e-trike or cabin scooter – explained step by step.

1

Obtain a medical certificate

Have your general practitioner and ideally also specialists certify that your ability to walk is restricted and that an electric scooter or similar vehicle is necessary. Important: Electric scooters are not part of the drug budget – the doctor does not have to shy away from costs.

2

Select model and test drive

Contact us – we will advise you on suitable models from our range. If required, we can organize a test drive, the report of which confirms fitness to drive and increases the chances of approval.

Star-Biker offers: E-trikes, cabin scooters and electric scooters – all with EU approval and complete documentation.
3

Cost estimate and application

We will prepare a detailed cost estimate for you. You submit this together with the medical certificate to your health insurance company (SGB V), the social welfare provider (SGB IX) or the responsible rehabilitation provider (KfzHV).

Tip: Always submit the application before purchasing. Subsequent applications are usually rejected.
4

Wait for approval

Processing time varies depending on the cost bearer – typically 3 to 6 weeks. If the application is rejected, you have the right to object. Contact us – we will help you strengthen your arguments.

5

Receive vehicle and drive off

After approval, we deliver your vehicle to your home ready to drive – including instruction, documentation and optional assembly service. The co-payment for aids from the health insurance company is usually only €10.

Rejection? You have the right to object

If your application is rejected, you can appeal within one month. Common reasons for rejection: missing specialist medical certificates, insufficient justification or referral to cheaper alternatives. Don't be discouraged – many applications are still approved during the appeal process.

Questions & Answers

Frequently asked questions about funding

Yes – electric scooters are recognized aids according to § 33 SGB V. Prerequisite: A medical certificate of restricted walking ability and that other aids (walker, wheelchair) are not sufficient. The health insurance company covers the costs, the co-payment is a maximum of €10.

Through the health insurance company (SGB V), electric scooters up to 6 km/h are usually covered, in individual cases also up to 15 km/h (e.g. in rural areas). Faster vehicles such as e-trikes or cabin scooters can be subsidized through social participation (SGB IX) or vehicle assistance (KfzHV).

SGB V (health insurance) covers medical aids that compensate for a disability – typically electric scooters up to 6 km/h. SGB IX (social welfare provider) promotes social participation – if you would be isolated without a vehicle. SGB IX often applies when the health insurance company rejects an application because the vehicle is not an "aid" in the stricter sense.

The Motor Vehicle Aid Ordinance (KfzHV) is aimed at employed or unemployed people with disabilities. It subsidizes the purchase of a vehicle for commuting with up to €22,000. The exact amount depends on income. E-scooters and cabin scooters can also be funded.

Not necessarily – but it significantly strengthens the application. Especially the codes "aG" (exceptional walking disability) and "H" (helplessness) significantly increase the chances. Even without a pass, an application can be submitted with a medical certificate.

You have the right to object – within one month of the decision. Common reasons for rejection: insufficient medical evidence, referral to cheaper alternatives or lack of justification for necessity. Many applications are still approved in the appeal process. If necessary, we will help you strengthen your arguments.

For health insurance applications: our electric scooters (up to 6 or 15 km/h). For social participation and vehicle assistance: e-trikes (M2 Trike), cabin scooters and, depending on requirements, e-scooters up to 45 km/h. We will advise you on which model suits your situation and your application.

Yes – we will prepare a detailed cost estimate for you with all technical data, which you can submit directly to your cost bearer. In case of queries or rejections, we will support you personally – free of charge and without obligation.

Get funding for your e-trike, cabin scooter and electric scooter

For seniors and people with disabilities, e-trikes, cabin scooters and electric scooters are often the key to independence and social participation. Various legal regulations enable the coverage or subsidization of costs.

Health insurance according to § 33 SGB V

Electric scooters are considered recognized aids of statutory health insurance. In cases of medically certified restricted walking ability, the health insurance company covers the costs – usually for models up to 6 km/h, in individual cases up to 15 km/h. The statutory co-payment is a maximum of €10.

Social participation according to SGB IX

If the health insurance company rejects an application or the mobility needs go beyond medical aids, social welfare providers can cover the costs. The goal: preventing social isolation. Faster vehicles such as e-trikes and cabin scooters can also be funded through this route.

Vehicle assistance (KfzHV)

For employed or unemployed people with disabilities, the Motor Vehicle Aid Ordinance subsidizes the purchase of a vehicle with up to €22,000. The amount depends on income. E-scooters and cabin scooters can also be funded through this route.
